Why will my Solar power cut-out in a brown-out?

I was interested in reading about this but dissapointed to find this story is just a blank page. I im not sure what a brown out is. But ill look that up in a few mins since its nit showing up here. hope this is fixed and i get to read it soon. Thanks for your time. I am viewing on an android htc empire viewing with chrome browser if that make any difference. Maybe i should try opening in onion browser instead.
